This is obviously in response to the advent of so-called "Uber boats" and other similar services in South Florida and we are pleased to see the Coast Guard making the point. Without belaboring same, not all "boat drivers" are licensed (nor do they need to be when operating small vessels under purely recreational circumstances). However, if s/he is accepting fare-paying passengers, your helmsman must have the proper credentials readily available for inspection. Don't assume; just ask.
